PARIS – French President Emmanuel Macron’s government plans to spend 8 billion euros ($9.3 billion) to tackle poverty, its spokesman said in a newspaper interview released on Wednesday.

Macron, who has come under fire as a president of the rich after implementing tax cuts for the wealthy and for companies, is set to outline his anti-poverty strategy on Thursday.

The Philippines is bracing for Typhoon Mangkhut, the most powerful storm this year, with millions living in its path and fears its rains could combine with monsoonal storms that could spark landslides and flash flooding.

Philippines officials have ordered evacuations and closed schools and offices as Typhoon Mangkhut approached, carrying sustained winds of 265km/h (165mph) and gusts of up to 325km/h (201mph). It is forecast to make landfall on Saturday.

There will be 18.1 million new cases of cancer and 9.6 million people will die with the disease this year worldwide, a report predicts.

The rise, from 14.1 million cases and 8.2 million deaths in 2012, is partly due to a growing and ageing population.

The figures suggest one in five men and one in six women will develop the disease in their lifetime.
